The Duosi Mountain Cogwheel Train Project, as a new chapter in the development of mountainous rail transportation in China, is positioned as "a bridge of national unity, a demonstration of poverty alleviation, and an exemplar of green development." The goal is to establish a "tourism-driven poverty alleviation" transportation system, focusing on mountainous tourism resources. It aims to create connections with major transportation arteries such as highways and national railway mainlines, improving external transportation conditions for tourist attractions while also considering the travel needs of local residents along the route.
