Terasse Orange Toi is Japan’s first tsunami evacuation complex that integrates disaster preparedness with tourism. Located in the hot-spring town of Toi, where a 10-meter tsunami is predicted to strike within six minutes after a Nankai earthquake, the facility provides a safe refuge while functioning as a daily public space. Wide spiraling stairs invite residents and tourists to ascend toward an open observation deck, making evacuation training part of daily life. Blending into the coastal pine grove, the building creates a new landscape where safety, leisure, and community converge.
